Although UTMC started as a UK Department for Transport (DfT) initiative, its management and co-ordination is now led by the UTMC Development Group (UDG). The UDG comprises representatives of local authority purchasers of traffic management systems who meet quarterly. The DfT also attend the UDG as does a representative of the UTMC Suppliers Forum (USF).

The UDG is supported by the Specifications and Standards Sub-Group which has direct responsibility for the development and maintenance of the UTMC technical specifications and monitors compliance.

The UTMC Suppliers Forum comprises a management group with representatives drawn from 12 leading suppliers of UTMC products, systems and applications. Both the UDG (purchasers) and USF (suppliers) communicate with their wider communities through the UTMC website, periodic emails and an annual conference.
